Moving Chart Vertically

I would like to be able to blow up a chart in vertical scale and then adjust the display so that the area I'm interested in is visible. This would require moving the chart up and down in some way, which I can't find. Hand tool doesn't work. Is this possible? |

The Hand tool will do this. Go to Global Settings >> Tool Settings > General tab -set 'After Single Tool Use Change To:' to Hand -Check 'Support Vertical Scaling/Movement With Hand Tool' |
