The folder named "Backups" is just for backup copies of the files. You do not need to copy that folder or its contents. Your Chartbooks are in the 'Data' folder. If you copied all the files from that Data folder from the old computer to the new one, then those chartbooks should be there. What do you see when you select "File >> Open Chartbook"?
