There is a small program called "Borderless gaming" - i sometimes use it to make Sierra full screen. Depending on what you want to achieve, how many screens youve got etc it may be better than nothing. Its not as perfect as native integration (e.g. google chrome where tabs are natively on the top bar) but may be acceptable.
Biggest downside is, that "Borderless gaming" seems to identify Sierra to have many windows (even if it is running in one window), which may make it tricky to put Sierra back to normal mode (to take Sierra out of full screen). I sometimes need to restart Sierra to return it into normal mode.

As an alternative with similar intent - I am now experimenting with 4k screen with 100% Windows scaling and increasing fonts in Sierra to make the top row as small as possible, relative to everything else. It may not be acceptable though if you need to use the same screen for other software which doesn't have settings to adjust everything inside the software (scale the needed things up), as Sierra does.
