Yes this is true. Since the orders will go from the sub instance to the main instance when Trade Simulation Mode is disabled in the sub instance. . But it seems that indeed: when Sierra's Main Instance is in Tracking Lock then the sub-instance is, too, except it can do Simulations, but not real trades.
