The symbols are different for the different services being used. As such, you need to enter the commission for the particular symbol that you using at that time. In other words, when you are using the symbol NQH23-CME, then you would have had to make the changes to the symbol for that particular symbol (which will be available when the Current Selected Service is set to SC Data - All Services). Also, in the image you provided, the selected symbol is for a Spread, not the NQ futures itself.
