Could the configuration of this Sierra setup, running off a USB drive, be modified to ensure that newly titled studies are listed in alphabetical sequence when listed in the Study_Collection_Names index, rather than being added at the end?

We do not understand what running on a USB drive has to do with anything. It is not recommended, particularly for the data storage, as the pipe to move data through USB is not as fast as other drives, and we really recommend using an NVME drive. The Study Collections are in alphabetical order. It appears that the computer system is using a combination of standard alphabetical order with ASCII alphabetical order, which would be why you are getting 0000a before 000a.
