Enlarging the lower graph area

I am trying to enlarge the lower graph area. From what I can find in the help section, I should be able to hover over the dividing line (at the top of my yellow shaded area) and drag that line higher. However, when I do that, the line does not become active and won't let me enlarge the area. Is there another setting somewhere that I am missing? Thnaks in advance.
