In the chart settings, "Apply Intraday Session times" is turned off. Let's say I have AAPL open, with 9:30:00 - 15:59:59. When I type <slash> PFE <enter> to download the new symbol PFE (or if I just type "MSFT <enter>" if I already have a MSFT data file), the intraday session times change to 00:00:00 to 23:59:59. It would seem with the above option turned off, that the 9:30 to 15:59 time would remain the same. Am I misunderstanding this functionality?

I do not want to have to create a new symbol and settings for each one of potentially hundreds of stocks I might want to open--when I have a symbol in the settings it works fine as expected. But I just want the times of a newly created, or an existing chart, to default to 9:30 - 15:59. Is it possible?

Refer to Global Symbol Settings:
http://www.sierrachart.com/index.php?l=doc/doc_GlobalSymbolSettings.php

You need to disable Apply Intraday Session Times to Intraday Chart.

Or you can set up a few symbol patterns in Global Symbol Settings to match all the stocks. And set up session times on those.
